Manhasset Union Free School District
  • Manhasset's Response to Reclaim New York

“Based on guidance from legal counsel and the NYS Committee on Open Government, the District made a determination that Reclaim New York’s blanket request for vendor payments was ambiguous and did not sufficiently describe the records being sought.  The request for “any and all vendor payee payments” was ambiguous because the District’s payment system identifies anyone who receives a payment as a vendor or payee. Thus, “vendor payee payments” include not only payments to outside vendors or contractors, but may also include employee reimbursements, refunds to parents, or other miscellaneous disbursements, none of which was clearly specified in the FOIL request.

Further, to the extent that the request sought records only of payments to outside vendors, contractors or service providers, the District does not maintain a separate record containing such payment information. In addition, the District’s payment records may contain personal identifying information, such as a payee’s social security number or home address. If so, revealing such information would constitute an unwarranted invasion of personal privacy.

We advised Reclaim New York that we did not maintain records in the format requested and that payment records may include personal information concerning employees or parents, which could not be redacted without unreasonable time and effort. We denied their request for those specific reasons, and not to avoid transparency about District expenditures. We have not received any further correspondence from Reclaim New York on this matter.”

  • District Transportion Update

At the June 2nd Manhasset Board of Education meeting, the board awarded the home to school, field trips, athletic trips and summer transportation 2016-2017 contracts to Huntington Coach.  The new contract will result in an incremental cost of 10% because of the required relocation of the Huntington Coach buses from the Town of North Hempstead’s Bar Beach properties and the resulting increased costs associated with Huntington Coach’s acquisition of a replacement property.

Huntington Coach has been the district’s primary transporter since the 2005-2006 school year, when the district’s voters made the decision to move from an in-district operation to Huntington Coach.  During the 45 minute presentation and ensuing discussion, district administration and the board acknowledged the exemplary service that Huntington Coach has provided over the past eleven years.  In particular, the district noted Huntington Coach’s emphasis on safety, their state-of-the-art award winning green fleet, and video cameras on all their vehicles.   Efficient and safe service has been provided within tightly controlled costs, as evidenced by the average annual increase of 1.74% over the same period.  The district’s projected 2015-2016 transportation costs remain below those budgeted in 2005-2006, without even factoring in the costs that would have been incurred for the district to purchase a state of the art fleet and video cameras.
